If you have a non fault car accident and the third party refuses to provide his name or details of his insurance policy, you can still find out the necessary information to make a claim.
 
Information about the registered keeper of the third party vehicle can be obtained from the DVLA on payment of a fee of £2.50. It normally takes about ten days to get a reply which will give the name and address of the registered keeper at the date of the incident.
 
Details of any policies applicable to the registration number of the third party can be obtained online by a solicitor from the Motor Insurance Database. In some cases the database will not hold any record. This typically occurs when the vehicle is insured under a motor fleet policy.
